Policy for distribution of grants in New Russia in 1993-1994 by two funding agencies -- the International Science Foundation and the Russian Foundation of Basic Research

Abstract: Independent funding agencies supporting basic scientific research are a new development in Russia. This paper is part of a project to analyse: the impact of the new funding policy on research; the distribution of funding; the impact of projects funded by the International Science Foundation and the Russian Foundation for Basic Research; and the level of collaboration between Russian and western scientists.
