Empowerment A people-focused development initiative that enhances selfreliance and self-esteem, through active participation in the stages of policy process. Poverty Means the denial of choices and opportunities and lack of capacity to participate effectively in society. Poverty reduction Strategic policy measures, both economic and humanitarian, which are intended to permanently lift people out of poverty (Ukeje et al. 2020, p. 1). Urban development Process of enhancing urban services for secure and sustainable environment, prosperous economy, and humanitarian cause and social well-being.
