Political ecology of inter-basin water transfers in Turkish water governance

Abstract: ABSTRACT. We explore the emergence of two contemporary mega water projects in Turkey that are designed to meet the demands of the country's major urban centers. Moreover, we analyze how policy makers in the water sector frame problems and solutions. We argue that these projects represent a tendency to depoliticize water management and steer away from controversial issues of water allocation by emphasizing large-scale, centralized, technical, and supply-oriented solutions. In doing so, urgent concerns are ignor… Show more

“…The open nature of canals in inter-basin transfer may result in the increase in animal mortality, as canals act as an animal traps [83]. Inter-basin water transfers may also be an avenue of invasive alien species on affected river systems because of the disturbances in the biogeographic barriers between river basins [84].…”

“…Unsustainable water provision of Hyderabad in India to the global level and its interactions with national and city-level decision-making bodies were described (Nastar, 2014). Inter-basin water transfer projects in Melen and Kizilirmak, Turkey, concerning urban-rural life, un-sustainable water use, and agricultural water resources practices were assessed (Islar and Boda, 2014). Challenges in EU benchmarks, schematic layout and the development timeline of Dublin's water supply system were described, in relation to the largest water works project for long-distance water transfer ever proposed in Ireland from the midlands to Dublin (Kelly-Quinn et al, 2014).…”

“…Water allocation agreements are decided through international law and multinational treaties. Most water resources have 'inter-basin transfer' where water is transferred from another area (Islar and Boda 2014). As officials divert water resources between geographic regions, water is politicized by framing dams as a solution to water scarcity and overlooking the social drivers of water use (Islar and Boda 2014).…”
