In this article, I critically evaluate the causal and temporal dimension of social scientific studies focusing on Turkish politics. A very important and yet often neglected aspect of social scientific analysis involves the temporal dimension of causal processes. The temporal dimension of causal processes has direct consequences for operationalization and measurement, and hence it is an essential component of research design. Does the dependent variable (outcome) of interest unfold over the short term or the long term? Do the hypothesized independent variables (causes) unfold over the short term or the long term? Paul Pierson (2004) provided a classification of four types of causality based on the temporal dimension of causes and outcomes using metaphors of natural disasters: tornado, earthquake, meteorite, and global warming. Operationalization and measurement of long term causes and outcomes pose a major challenge, compounded by the challenges of periodization of causes and effects. Unfortunately, a large proportion of the studies of Turkish politics do not have a clearly discernible independent variable (cause) to begin with, and they are thus better characterized as works of "non-causal description." Moreover, many of the studies of Turkish politics tend to imply, but rarely state explicitly, a global warming type of causality (long term cause and long term outcome), which necessitates focusing even more intensively on such challenges of measurement and periodization. Yet the operationalization of the key (dependent and independent) variables is often missing even in articles published in reputable academic journals of Turkish politics and society. In the spirit of constructive criticism, I suggest a number of guidelines for research design in order to address the problems of causality and temporality discussed in this article, including awareness of multi-temporal equifinality.

Bu çalışmada Rusya’nın 1736 Mart’ında Azak’ı işgal etmesiyle başlayan savaşı sonlandırmak için Osmanlı yönetiminin tayin ettiği mükâleme ordusu ile arabulucu Avrupalı devletlerden Avusturya, İngiltere ve Felemenk elçileri ve beraberindekilerin ihtiyaçları için yapılan hazırlıklar ele alınmıştır. Harbin başlamasıyla birlikte Avusturya kralı VI. Karl, Rusya ile yapılan 1726, 1733 ve 1737 anlaşmaları gereği Osmanlı Devleti’yle bir savaş olması halinde harbe girmeyi taahhüt etmişti. Nitekim görünürde sulhu görüşmek gerçekte ise barış yapılacağı gayesiyle süreci uzatıp hazırlıkları tamamlayarak savaşa girmeyi amaçlamıştı. Bunu gerçekleştirmek için Talman’ı görüşmeleri başlatmak için elçi olarak görevlendirmişti. Osmanlı Devleti ise müzakerelere katılmak üzere bir murahhas heyeti tayin ettiği gibi İstanbul’daki İngiltere ve Felemenk elçilerinin arabulucu olmasını isteyerek görüşmelere katılmalarını talep etmişti. Neticede İstanbul’dan hareket eden Osmanlı mükâleme ordusu ile Avrupalı elçilerin Kasım 1737 başına kadar ki beslenme, konaklama, ulaşım-nakliye, yol harcırahları ve tayinat harcamaları Osmanlı Devleti tarafından karşılanmıştı. Bunların yapılması için satın alma, kiralama ve halkın vergileri takas olunarak temin edilmeye çalışılmıştı. Araştırma sonunda barış müzakerelerine katılan mükâleme ordusu ile yabancı elçi ve beraberindekilere yapılan masrafların tespiti, ne tür harcamaların yapıldığı ve bunun hazineye getirdiği maliyetin boyutu ele alınacaktır.

Osmanlı Devleti'nin kuruluşundan itibaren yürüttüğü diplomasi, daima tek taraflı ve karşılıksız olmuştur. Bu durum, Osmanlıların siyaseten ve dinen kendilerini diğer devletlerden daha üstün bir noktada görmeleri ile ilgilidir. Ancak on sekizinci yüzyıldan itibaren Batı'da yaşanan gelişmeler, Batının daha ön plana geçmesine imkân tanımış ve Osmanlı Devleti bu gelişmelerden belli bir noktada habersiz kalmıştır. Bu durum, Osmanlı Devleti'nin karşılıksız/tek taraflı diplomasisinin bir sonucu olarak Batı ile herhangi bir iletişim kanalı kurmaması neticesinde meydana gelmiştir. Dolayısıyla bu sorunu aşma ve sağlıklı bir iletişimi gerçekleştirme ihtiyacı doğmuştur. Bu ihtiyaç, daimi elçiliklerin açılması ile giderilmeye çalışılmıştır. Daimi elçiliklerin açılması, Osmanlı Devleti'nin kuruluşundan itibaren yürüttüğü karşılıksız diplomasiden, muvazene diplomasisine geçişinin bir başlangıcı olarak görülmüştür. Bu nedenle söz konusu diplomasinin uygun bir şekilde yürütülmesinde daimi elçilikler oldukça önemli bir rol oynamıştır. Bu makalede, Osmanlı Devleti'nde daimi elçiliklerin açılmasının temel sebepleri ve elçiliklerin diplomasiye olan etkilerinin ne boyutta olduğu incelenecektir. Ayrıca elçiler tarafından ele alınan sefaretnamelerin önemi üzerinde de durulacaktır.
