Introduction. As part of the Bologna process since September 1, 2016, the Russian government has granted the right to award academic degrees to leading educational and scientific organizations on par with Dissertation Defense Councils under Higher Attestation Commission, modeled after the system adopted at OECD member-states and universities. Currently, 27 educational and scientific organizations are exercising this right. However, the problematic issue is the assessment of their efficiency. The purpose of this research is to analyze the efficiency of Dissertation Councils of the above-mentioned scientific and educational organizations by comparing them in terms of efficiency with classical Dissertation Defense Councils established by the decree of the Ministry of Education and Scie nce of Russia. Materials and Methods. The research objects are Dissertation Councils of scientific and educational organizations of higher education (hereinafter referred to as pilot organizations) that have the right of independent award of academic degrees according to the Federal Law No. 148 issued on May 23, 2016 “On Amendments to Article 4 of the Federal Law ‘On research and state scientific and technological policy’”. Dissertation Councils efficiency analysis is made using following indicators: Dissertation Councils members’ compliance with the Higher Attestation Commission requirements, structure of candidate and doctoral defenses, Dissertation Councils members’ publications and publication activity of degree seekers. Statistical data analysis methods were applied including mean comparison me thods, clustering, factor analysis. Results. There are 337 pilot Dissertation Defense Councils and 374 classical Dissertation Defense Councils. In 2016, 24% of defenses were reviewed by pilot councils of the total number of defenses in classical Dissertation Councils of the entire network. In 2018 70 doctoral and 591 candidate defenses in “pilot” councils were held, amounting to 7% of the total number of defe nses in classical Dissertation Councils. Discussion and Conclusion. The article will be useful to the heads of federal authorities making management decisions in the field of training and certification of highly qualified scientific personnel, to the chairmen and scientific secretaries of dissertation councils, as well as to scientific and pedagogical workers carrying out analytical studies in this subject area.

Introduction. The nomenclature of academic specialities to be awarded academic degrees is a system-forming element of academic degree holders’ certification system in any country of the world. Therefore, there is a need to revise and update the relevant structure of academic specialities in order to meet the prospective demand from research and development sector of high-tech industries. Apparently, the current nomenclature of 2017, as the instrument of realisation of public policy in the sphere of the state certification of academic and teaching staff in Russia, needed updating.The aim of the present research was to analyse a new version of the nomenclature of academic specialities in Russia to be awarded the degree of Doctor or Candidate of Science, and to make conceptual proposals on the implementation of new nomenclature provisions taking into account possible transformation of scientific and educational environment, including the emergence of new complex areas of academic research.Methodology and research methods. The research object is a system of certification of academic and teaching staff from the position of a three-level structure of the nomenclature of academic specialities, according to which academic degrees are awarded. The methods of comparison and data statistical analysis were applied to assess structural changes in the nomenclature.Results and scientific novelty. The authors considered the prerequisites for update of the nomenclature of academic specialities approved in 2017. The features of a new edition of the nomenclature of academic specialities were highlighted. The analysis of its new structure and content changes was carried out. It is demonstrated that current network of dissertation councils (1696 councils) can be divided into 4 groups according to the degree of compliance of academic specialities and fields of science with the previous and recent versions of nomenclature. It is necessary to create new dissertation councils for 20 new academic specialities.Practical significance. The authors revealed the features of the new nomenclature, requiring the reorganisation of councils network for the defense of doctoral and candidate dissertations. On this basis, to provide promising areas of academic research, the proposals on the implementation of new nomenclature provisions are outlined. The stages of re-opening of dissertation councils network are described.

The paper is devoted to the consideration of the question of whether the Russian system of scientific attestation retains its integrity. The elimination of the monopoly of the Higher Attestation Commission (HAC) in matters of control over the activities of dissertation councils and procedures for defending dissertations made it possible to increase the variety of rules and practices of scientific attestation. Many scientific and educational organizations have developed their own regulations governing the corresponding activities. At the level of legislation, the instruction was fixed for the self-awarding of academic degrees to set requirements not lower than how they are formulated in federal acts. The question of how exactly this instruction is implemented is of research interest. In addition, it is important to understand whether applicants can receive equal rights and opportunities in different parts of the modern system. During the study, three existing subsystems were identified, together forming a single system. The first of them consists of ordinary and special dissertation councils, regulated directly by the Higher Attestation Commission and the Ministry of Science and Higher Education of Russia. The second subsystem is a collection of leading scientific and educational organizations that independently award academic degrees. Finally, the third subsystem consists of spiritual educational organizations, empowered to award theological degrees, which at the level of federal state educational standards are recognized as like other academic degrees. In all three subsystems, options for the defence of dissertations in permanent, one-time and joint dissertation councils were considered. Comparative analysis of regulatory and legal acts made it possible to highlight the similarities and differences of these subsystems, as well as to identify possible options for their development.
