The Government of Montenegro nationalized 2030 Agenda on Sustainable Development by adopting the National Strategy for Sustainable Development (NSSD) in 2016, together with a corresponding Action Plan for its implementation. The NSSD is umbrella, horizontal and long-term development strategy of Montenegro that relates not only to environment and economics, but also to human resources, valuable social capital that should ensure prosperous development, recommendations for establishing the framework of financing and governance for sustainable development. The NSSD represents strategic framework for the transposition of the UN sustainable development goals (SDGs) and its indicators into national context. The NSSD Action plan, divided into 6 thematic areas with 30 strategic goals of sustainable development of Montenegro and their 102 measures and 601 sub-measures, represents very complex mechanism for monitoring and reporting about achieving the UN sustainable development goals (SDGs) in Montenegro. Hence, measuring progress in the NSSD implementation is the focus of this research. Effective measuring of the progress in the NSSD implementation could be achieved under the following preconditions: developed coordination mechanism for reporting, methodology of designing indicators, IT support for data collection and reporting, and strengthening of inter-linkages between the EU agenda and UN 2030 Agenda.

Abstract:After the offi cial start of the Montenegrin accession negotiations with the EU in June 2012, it is important to plan a signifi cant increase in the agricultural budget fi nancing well ahead of the accession. Considering the structure and economic importance of agriculture for the generation of Montenegrin GDP, the balanced trade defi cit, the reduction of poverty and the regional disparities in development and reversing the negative demographic trends, the proposed reformed agricultural budget of Montenegro in the period 2014-2018 outlines signifi cantly higher levels of the funding both as a share of the state budget and the GDP. Th e proposed proportions of fi nancing of the key measure groups in the subsequent tables utilize as a starting point the model defi ned in the Montenegrin National Program of Food Production and Rural Development 2009-2013. Some changes in the proportion of the measures are also proposed according to the agricultural sector needs and the institutional capacity building for the next phase of the EU accession negotiations. In order to prepare the Montenegrin agriculture to cope with the competitive pressures of the EU single market, the indisputable conclusion of this study is that the proposed future levels of agricultural funding in the agricultural budget should be at least near to those (in the relative terms) of the comparable economies of the Western Balkans countries.

Çalışmada, Katılım Öncesi Mali Yardım Aracı kapsamında uygulanan projelerde nihai yararlanıcı olarak ifade edilen belediyelerin proje yönetim döngüsünde üstlendiği görev ve sorumluluklar, Niksar Entegre Su Tesisi Projesi örneği üzerinden incelenmiştir. Çalışmada, Niksar (Tokat) Belediyesi’nde görevli Proje Uygulama Birim Başkanıyla yüz yüze görüşme yapılmıştır. Yarı yapılandırılmış görüşme tekniğiyle elde edilen veriler, betimsel analize tabi tutularak yorumlanmış, temalarına göre gruplandırılarak incelenmiştir. Çalışmada, birincil hukuk kaynakları ile görüşme verilerinin bir sentezi yapılmıştır. Çalışmada, belediyelerin Katılım Öncesi Mali Yardım Aracı yönetiminde programlama, uygulama ve izleme, değerlendirme, raporlama olarak belirtilen aşamalarının hemen hepsinde direkt ya da dolaylı şekilde sorumluluklarının bulunduğu ortaya konulmuştur. Ayrıca belediyelerin proje yönetim sürecinde aracı makam rolü üstlendikleri; sektör sorumlusu kurumlar ile danışman firma arasında, danışman firma ile yüklenici firma arasında bir köprü görevi gördükleri belirtilmelidir. Bununla birlikte belediyelerin projeye ilgilerinin ve sahiplenme seviyelerinin, projenin başlamasından düzgün yürütülmesine ve sonuçlandırılmasına kadar tüm süreçlerde etkili olduğu bu araştırmanın temel çıkarımlarıdır.
