This paper aims to clarify the potential benefits and challenges of integrating environmental assessment (EA) and disaster management considerations, and current research gaps. In this context, the discussion is provided from three perspectives: (1) the consideration of disaster risk in EA; (2) the development of accelerated EA for post-disaster situations; and (3) the integration of EA into pre-disaster response and recovery planning. For this, a Japanese JSPS (Japan Society for the Promotion of Science)/UK ESRC (Economic and Social Research Council) financed UK-Japan project on the integration of environmental assessment (EA) and disaster management was conducted in 2012. It was concluded that whilst EA can be beneficial for disaster management, there are a number of potential pitfalls and an evident lack of research in the area.

The phenomenon named kodokushi, meaning death alone without the care or company of anyone inside temporary housing, appeared after the Kobe earthquake in Japan in 1995 with some 250 cases. This paper analyzes the evolution of Japanese temporary houses—to attempt to prevent the problem of kodokushi—from the point of view of management, how services and activities are organized, and design. We will use case studies as our methodological tool, analyzing the responses in 1995 Kobe (50,000 THs), 2004 Chūetsu (3000 THs), 2011 Tōhoku (50,000 THs), and 2016 Kumamoto (4000 THs). This article shows how the Japanese THAs follow a single design that has undergone very little variation in the last 25 years, a design which promotes the social isolation of their residents, making recovery—from the psychological perspective—and helping the most vulnerable members of society, more difficult. In small scale disasters (Chūetsu) applying organization and management measures was able to correct the problems caused by design and there were no cases of kodokushi: in large-scale disasters (Tōhoku), however, the difficulties to implement the same measures resulted in the reappearance of new cases at rates similar to Kobe’s. Our main conclusion is that the design of Japanese THAs must be reconsidered and changed to respond to the real needs of the most vulnerable groups.

Implementing a Pre‐disaster Recovery Workshop in Intramuros, Manila, Philippines: lessons for disaster risk assessment, response, and recovery for cultural heritage

The Sustainable Development Goals have included cultural heritage in the development agenda. However, natural hazards threaten the existence of several historic districts, like Intramuros in Manila, Philippines. Pre‐disaster recovery planning has gained ground as a promising approach to improve disaster preparedness and recovery, although it has yet to be widely utilised for cultural heritage preservation. The authors organised a pre‐disaster recovery planning workshop, which helped observe the existing system of disaster management for cultural heritage in Intramuros. Heritage Values and Vulnerability Assessments, which were presented to heritage experts, disaster managers, and the local community at the workshop, were conducted. As disaster risk management for cultural heritage is largely unexplored, the workshop generated much interest among stakeholders, as this was the first time that contact had been facilitated among them. It successfully demonstrated the benefits of pre‐disaster recovery planning to provide inclusive and better recovery outcomes for historic districts.
