Prediction of DCT coefficients considering motion compensation error distributions

Abstract: Abstract-Current video coding techniques use a Discrete Cosine Transform (DCT) to reduce spatial correlations within the motion estimation residual. Often the correlation cannot be completely eliminated leaving the transform coefficients statistically dependent.
