“…Phosphoric acid fuel cell development is ongoing in Japan, both under government auspices, as the "Moonlight Project," and in the private sector (529,530). This project has six objectives: (i) to develop large scale units for energy conservation; (it) to coordinate technical advances at national laboratories; (iii) to provide financial assistance to private enterprises; (iv) to assess technical merits of energy conservation programs; (v) to promote conservation of energy; and (vi) to promote international cooperation.…”

“…Other fuel cell technology.--High temperature fuel cell programs (both molten carbonate and solid oxide) are also part of the "Moonlight Project" (529,530). The primary targets are the construction and evaluation of 10 kW pilot plants using the molten carbonate technology.…”
