Community forest has a very important role in influencing environmental sustainability. Good management at community forest will affect the welfare of the community around the forest. This study aims to determine the strategy of community forest management in Pinang Jaya Kemiling Bandar Lampung. The data were collected with observation, documentation study and deeply interview with community forest farmers. The method of analysis used in this research is descriptive qualitative. The strategy for managing the community forest in Pinang Jaya analyzed with SWOT analysis (Strengths, Weaknesses, Opportunities and Threat). Based on the research, the results of the identification of internal factors, there are two strengths and four weaknesses, Meanwhile, for external factors, there are five opportunities and one threat. The SWOT diagram shows that the position of the Pinang Jaya community forest management strategy lies in quadrant three or diversification strategy by using the power possessed and avoid any available threats. Pengelolaan hutan rakyat yang baik akan berdampak pada kesejahteraan masyarakat sekitar hutan. Penelitian ini bertujuan untuk mengetahui strategi pengelolaan hutan rakyat di Pinang Jaya Kemiling Bandar Lampung. Pengumpulan data dilakukan dengan observasi, studi dokumentasi dan wawancara mendalam dengan petani hutan rakyat. Metode analisis yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Strategi pengelolaan hutan rakyat di Pinang Jaya dianalisis dengan analisis SWOT (Strengths, Weaknesses, Opportunities and Threat). Berdasarkan penelitian diperoleh hasil identifikasi faktor internal terdapat dua kekuatan dan empat kelemahan, sedangkan untuk faktor eksternal terdapat lima peluang dan satu ancaman. Diagram SWOT menunjukkan bahwa posisi strategi pengelolaan hutan rakyat Pinang Jaya berada pada kuadran tiga atau strategi diversifikasi dengan menggunakan kekuatan yang dimiliki dan menghindari ancaman yang ada.Kata Kunci: Hutan rakyat, Pengelolaan Hutan rakyat, SWOT

Existing research has extensively explored various approaches to enhancing the governance of community-managed commons; however, limited studies have discussed whether it is effective to partition commons and devolve them from communal to smaller, sub-communal groups. We examine this question based on the evidence from two common-property timber production communities that devolved their forests from the administrative village to villagers' groups in Fujian, China. Using the comparative case study method, we explore the mechanisms by which this organizational restructuring affected democratic governance, revenue allocation and economic efficiency of timber production. We find that by decreasing the size of forest management units, the restructuring increases the participation of ordinary villagers in community forestry and enhances the equity of revenue allocation. However, physically partitioning forests may undermine scale economies, and the small, sub-communal forest management groups tend to have weak financial and managerial capacities. Thus, partitioning forests into villagers' groups threatens the long-run efficiency of commercial timber production. This research not only presents an innovative toolkit of enhancing community forest management but also sheds light on the optimal organizational structure of community forest management under different organizational goals and contexts.

Application of Ostrom’s Social-Ecological Systems Framework in Nature Reserves: Hybrid Psycho-Economic Model of Collective Forest Management

Nature reserves (NRs) are complex social-ecological systems (SESs). In China, many collective forests (CFs), owned by villagers, are bound within NRs. This paper aimed at carrying out a dynamic analysis of three case studies of CF management based on Ostrom’s SES conceptual framework. The hybrid psycho-economic model is designed within this context and tested. Results indicate that CF management is determined jointly by the interaction of all levels of governance based on subsystem characteristics (i.e., resource system, resource units, and actor system) specific to the local social, economic, and political settings. Use of the hybrid psycho-economic model compares one classified harmonious NR scenario with two conflictual ones. The model indicated the scenario with the harmonious NR as having less CF value at the resource level, less dependence on villagers for CF resources, stronger environmental awareness, lower levels of involvement from new actors, overarching governance control (i.e., by the NR administration), greater levels of self-organization (i.e., within villages), and augmented economic compensation and regulation from outside influences. The conflict-oriented NRs mostly revealed opposite sets of interaction. Different public policies, including the ecosystem service payment, are recommended for improving management of CFs in NRs.
