Priority setting in maintenance management: a modified multi-attribute approach using analytic hierarchy process

Abstract: In the current economic climate, budgets for the maintenance of public buildings are unlikely to meet the ever-increasing maintenance needs. Although it is unlikely that this problem can be overcome completely without an injection of further resources, it is possible for government maintenance authorities to improve the situation by ensuring that the best solution in terms of 'value for money' is achieved in the planned maintenance programme. A maintenance plan which is based on a rational assessment of priori… Show more

“…Research in priority setting in maintenance has been focused on the tuning of the available budget taking into account a wide range of factors. Shen et al (1998) differentiate between effects of various factors such as building status, physical condition and the importance of usage, fabrics and service provision. Shohet (2003) proposes a method enabling the determination of priorities based upon the performance of the entire building and on the performance of each system of the building.…”

“…Though it was not the intention of the research to carry out a census, all the universities were involved in order to boost the response rate. The questionnaire was designed with consideration of those previously conducted by Springer and Waller (1996), Buys and Nkado (2006), Amaratunga and Baldry (2000), Shen, Lo and Wang (1998), El-Haram and Horner (2002) and Chanter and Swallow (2007) and a series of discussions with persons engaged in university building management. Thirty-one criteria were identified and addressed to the respondents.…”

“…Thus, it can pay an immediate attention on the most critical building elements. In Hong Kong, this maintenance prioritization strategy was used to clear the maintenance backlog that was caused by lack of maintenance budget due to the financial crisis during mid 70s (Shen et al, 1998). The Housing Department of Hong Kong has successfully applied this criteria over a large number of housing units in Hong Kong (Lomas, 1997;Shen, 1997).…”
