“…Some rural areas compete to attract correctional facilities to revitalise the economy, highlighting the need for resident-friendly facilities that take into account future property values and the local economy as well as institutional and structural changes (Myers and Martin, 2004; Blankenship and Yanarella, 2004; Rasheed, 2016). Correctional facilities are proven to have a positive impact on local economies without negatively affecting property values, public safety or quality of life (King et al ., 2004; Whitfield, 2008; Useem, 2003; Courtright et al ., 2007). In rural areas, the construction of the correctional facilities can provide economic benefits through the creation of jobs (Hatcher, 1994), access to community services and infrastructure and increasing the population of rural areas (McElligott, 2017; Kang-Brown and Subramanian, 2017).…”

“…As an industry, correctional facilities can be particularly attractive and potentially important, especially in economically challenged rural areas (Courtright et al ., 2007). Correctional facilities are beneficial for local industries because they bring economic development by promoting job growth in various sectors.…”

“…First, the findings from rural studies may not hold in urban areas. Many rural communities have actively recruited state and federal prisons to their area to stimulate the local economy (Courtright et al 2010; Gibbons and Pierce 1995; Hooks et al 2004; Swanson 1993). Therefore, many rural residents perceive correctional facilities as a sign of hope rather than stigmatization.…”
