Abstract: This paper analyses the use of the private finance initiative (PFI) approach to deliver school projects in England. The findings are based on case-study research in the Building Schools for the Future scheme (BSF), the largest single capital investment in 50 years to rebuild and renew all of England's secondary schools. Up to half of the school infrastructure is to be procured by PFI contracts. A major concern has been the high cost associated with PFI procurement and any subsequent changes to scope. It delineates the obligations of the private sector contractor and the measures to take in case of shortfalls happening to mitigate against the loss of utility by target users or to compensate the public sector to a certain extent, at least in financial terms.…”

“…In order to achieve these objectives, the public sector client requirements should be clearly defined in the output specification. If the strategic vision of public sector is clear, the outline design and output specification provides an adequate scope for the private contractors to provide innovative alternative solutions to meet the client's requirements (Aritua et al, 2008). The output specification has changed the attitude of specifying the building and service requirements, concentrating on the performance aspects which are important to clients (McDowall, 1999).…”

“…Similar experiences can be found in the UK. In line with the UK government's drive to pursue a knowledge-based economy, the "Building Schools for the Future" (BSF) was launched in 2003 as a long-term programme of DBFM investments and change in the English school system (Aritua, Smith, & Athiyo, 2008;Liu & Wilkinson, 2014). Difficulties in BSF arose from not sorting out strategic issues and instituting appropriate organizational frameworks before engaging the private sector, resulting in a lack of clarity about the long-term needs and end-user aspirations of such long-term public-private collaborations (Aritua et al, 2008;Liu & Wilkinson, 2014).…”
