Problems of development of a uniform nomenclature for medical goods

Abstract

Standardization of medical diagnosis technology and licensing of public health organizations is an approach to improvement of public health organization.Development of a uniform nomenclature for med ical goods and standardization of medical service are important measures influencing treatment and diagnosis.Regulation and control of medical organizations is possible only using adequate legal basis.Material and technological equipment of medical organizations is subject to standardization. Various med ical goods (MG) are required to solve diverse problems of medical diagnosis, treatment, prophylaxis, and rehabili tation in many specialized public health organizations.Compliance of the developed uniform nomenclature with numerous existing standards is necessary. The uni form nomenclature should also be approved by adminis trative institutions in the field of medicine. Uniform nomenclature facilitates purchase, use, and service of MG.The main problem of the development of the uni form nomenclature of medical goods is compliance between medical and technological criteria. Identifica tion of MG is possible only using multidimensional struc ture of independent criteria.Each MG is identified using the following criteria: -functional purpose; -clinical use; -principle of action. Parameters of MG classification depend on the functional purpose of MG (for example, X ray apparatus es could be mobile and stationary; scalpels, disposable and multiple use), i.e., each type is coded individually [5].Existing systems of MG classification are distributed over different groups of devices. Only codes of individual MG can be used for identification (equivalent to type names). This makes it difficult to provide systemic analy sis of MG, standardization of MG taxation, and certifica tion.Another problem is the absence of standard and approved Russian nomenclature of MG, which hampers their search in database and makes the information incomplete [1].Any classification is based on the nomenclature of goods. In accordance with ISO 1087, the nomenclature is a system of terms compiled in compliance with names.Further stages of classification are based on different characters and methods depending on classification tasks.In some cases, the classification of medical goods based on species names is used. For example, the Inventory of MG of Metering Medical Purpose (MGMP) adopted by State Metrological Committee of the Russian Ministry of Health and Gosstandard of Russian Federation June 6, 2001, determines classification of medical goods based on species names. However, neither the terms nor the species names of MG were document ed in standards.The nomenclature of MG used in medical practice is very broad. The State Register of MG contains more than 50,000 items, and this number is continuously increasing (annual rate, 350 domestic MG).Such diversity facilitates selection of required MG but makes it difficult to implement this selection in prac tice.Users and manufacturers of MG require information and organizational support in the use of the n...
