Procedure for the Award of Contracts and Contracting in Public Passenger Transport

Abstract

This chapter describes a procurement process for providing transport serviceability by public passenger transport. The objective of the chapter is to present individual steps for procurement of public transport services. These steps consist of identiication of objectives, deinition of requirements for transport serviceability, risk allocation between contractual parties, drafting a public service contract and a process of selecting a service operator. Special atention is paid to the risks and their inluence on contracting parties. The chapter also characterises procedure for the direct award of a public service contract, that is without competitive tendering. The author tries to deine the impact of the direct award of contracts on the scope of services provided.

Demand specifics of disabled persons and persons with reduced mobility for bus transport. Case of regional bus transport in Slovakia

The problem is that the legislation is regulated by a national authority, whereas the measure has an impact on regional authorities, respectively at local level, which order suburban bus services or public transport [2,21]. Another problem is that the claim for a discount on fare only binds to possession of the license of individual disabled persons and the person with reduced mobility.…”
