Procurement is a major improvement area and a crucial element contributing to project success, and the selection of an optimal procurement system is an important and difficult step in project execution. The criteria for choosing suitable procurement methods are based on client's objectives and priorities, and influenced by project constraints. The procurement path determination chart has largely dominated research in procurement selection process in construction. Eight factors need to be considered by the client when developing procurement selection criteria. At the procurement strategy the focus should be on factors such as cost, quality, and time, while at the procurement route the consideration should focus on complexity, certainty, risk, responsibility, and degree of control by the client. However, including certain criteria and ignoring the magnitude of transaction costs (TCs) associated with uncertainties in the transaction environment simplifies this process. This study addresses this shortcoming by combining evaluation criteria with TCs incurred because of external and internal environmental uncertainties in a theoretical model on procurement selection. This is achieved by developing a conceptual framework model based on TCs. Uncertainties in the transaction environment have a positive or negative impact on the magnitude of TCs such as information, procurement, administration, and enforcement. The model represents an analytical form of a suitable combination of factors influencing procurement systems, which guide procurement decisions. The model will increase understanding of how efficient procurement selection of construction projects can be achieved through appropriate procurement procedures, which could positively impact project performance.

Abstract:There is a variety of PDSs (project delivery systems) in today's construction industry. This leads to confusion when it comes to selecting the most suitable PDS for a specific project. The wrong selection decision might lead eventually to reduced profit margins or perhaps financial losses to PSFs (professional service firms). This research proposes a conceptual framework that helps PSFs in the selection of one or more suitable PDSs for their construction operations. The framework uses SWOT (strengths, weaknesses, opportunities and threats) analysis as a tool for assessing each PDS considered in this research. The PDSs included in the framework are design-bid-build, design-build, construction management agency, public-private partnerships and integrated project delivery. The main aim of this research framework is to enhance decision-making efficiency in PDS selection for PSF operations.

Decision based selection process is one of the methods developed to assist procuring clients globally in overcoming the difficulty associated with procurement strategy selection due to competing advantages. While it is increasingly being used in other parts of the world for optimal result, it is not very popular in Nigeria. There is an increasing recourse to the use of one or two procurement strategy based on familiarity for all project circumstances and the outcome is poor performance witnessed in most public and private sector projects. This paper demonstrate the use of decision matrix in appraising a private sector client's procurement need with a view to select most appropriate procurement strategies to deliver its development needs. It is a report of an action research involving a focus group discussion of key stakeholders in the project selected using convenience sampling. The study was conducted in Akwa Ibom State, south-south Nigeria. Like every other procurement selection exercise, the process adopt in-depth construction industry tested parameters for appraising and advising on the most suitable procurement strategy based on eight project success criteria. The project organisation accepted both the innovation to adopt the process for change and the product of change. The study provides a structured decision based model for improving procurement selection process and eliminating the problems associated with poor project performance in the construction industry in the country.
