Hosting the Olympic Games has become a unique occasion to implement several projects aimed at upgrading public infrastructure and improving the economic performance of the host city. Thus, some cities are so determined to host the Olympics that they decide to bid multiple times. One of the examples of such a city is Paris, which since the 2000s has submitted its bids three times, for 2008, 2012, and 2024, of which the last attempt turned out to be successful. Based on the above, the main aim of this article is to present the trajectory of changes and developments made by the three successive bid attempts, with an emphasis on the latest successful campaign. This study demonstrates that there are some recurrent ideas, projects, and plans shared by each bid with some modifications to emphasize their uniqueness, novelty, and up-to-date approach. In some aspects, the Paris 2024 bid builds on its previous candidature from 2012 in the field of long-term legacy effects and sustainability. Therefore, there is a consistent action taken by the bid managers and city authorities in terms of using the Olympic Games as a tool for urban regeneration and sports development.

Many cities have abandoned plans for hosting the Olympics due to crises of high costs, unnecessary infrastructures, and a range of socio-spatial exclusions. These problems stem from conflicts between the short-term needs of the event and the long-term needs of the city. In response, Olympic organizers launched a series of reforms to improve alignment between the Games and the host city. This paper examines these reforms, identifies urban development agendas in preparation for Paris 2024, and explores their implications on selected spaces of urban intervention within Paris. Thinking through rhizomatic philosophy, the paper advocates for a more nuanced approach to exploring the problems and potential of mega-event-led urban development. In so doing, the paper maps organizer and activist assemblages, and posits that efforts at reform are stymied by a too-narrow interpretation of who counts as a stakeholder. Subsequently, the spatial articulations of the mega-event risk perpetuating the exclusions that reform intended to resolve. Ensuring a wider representation of resident voices could help minimize the distance between word and deed in the latest rounds of Olympic reform.

As Regiões Metropolitanas (RMs) são aglomerados urbanos dinâmicos, altamente adensados e que manifestam complexidades econômicas, sociais e de gestão peculiares. Tais áreas são resultantes do processo de expansão da malha urbana das cidades, a consequente conurbação e a intensificação dos seus fluxos econômicos e sociais, situação que demandou uma nova compreensão frente à formulação de políticas públicas, agora de caráter regional. Todavia, a gestão dessas áreas é caracterizada por desconexões, contradições, conflitos e a ausência de uma estrutura de governança sólida para se constituir alternativas de ações para enfrentar as mazelas da sociedade. Nesse contexto, insere o policy design (desenho de políticas públicas), partindo-se do pressuposto de que essa abordagem, por considerar aspectos instrumentais e também políticos, podem contribuir para a construção de políticas públicas mais resistentes e fortalecer a governança metropolitana. Assim, a presente tese foi desenvolvida com o propósito de analisar os arranjos, as relações e os espaços que permeiam a dinâmica da governança metropolitana e identificar os elementos da abordagem teórica do policy design que podem fomentar ações que visem a sua consolidação. Para tanto, buscou-se contextualizar as relações entre gestores municipais e estaduais em meio a um arranjo de governança metropolitana já existente. Neste caso, optou-se por realizar o estudo na RM de Belo Horizonte, apontada por estudiosos diversos, como um dos casos mais consolidados de arranjo de governança metropolitana. Foram realizadas entrevistas com prefeitos, vice- prefeitos e secretários de setores relacionados com o planejamento urbano, além de um representante da Agência de Desenvolvimento da RM de Belo Horizonte, autarquia estadual responsável por promover a articulação de interesses e ações em prol do desenvolvimento da região. Os resultados apontaram que a RMBH possui um arranjo de governança metropolitana bem delineado, porém apresenta fragilidades no que tange ao envolvimento e engajamento dos municípios. Em relação aos espaços e as articulações para uma atuação coletiva entre os municípios, notou-se que existem os espaços, contudo ainda é presente uma cultura isolacionista e de competição entre os governos locais. Quanto à relação com os governos supralocais (estado e União), ficou evidenciado a presença do estado, como agente financiador e promotor de articulações entre os governos locais, porém, também foi identificada a ausência da União, especialmente como agente financiador das políticas públicas metropolitanas. Por fim, considerou-se que a abordagem do policy design, como elemento analítico, pode fomentar a construção de estratégias para formulação de políticas públicas mais resilientes e robustas, bem como contribuir para a redução das disparidades entre os governos locais.
