Promoção De Desenvolvimento Sustentável No Nível Municipal: Uma Análise Da Dispensa De Licitação Na Coleta Seletiva De Resíduos Frente a Agenda 2030

Abstract

O objetivo desta pesquisa foi analisar a dispensa de licitação para a coleta seletiva por associações e cooperativas formadas por pessoas com baixa renda como desdobramento nos Objetivos para o Desenvolvimento Sustentável (ODS) apregoados na Agenda 2030. Trata-se de um estudo qualitativo, instrumentalizado pela análise de tratados, convenções internacionais, da legislação nacional brasileira e da comparação com a realidade de alguns países. Como resultados, identificou-se que 13 dos 17 ODS defendidos na Agenda 2030 podem ter impacto com a dispensa de licitação, em especial por virem a fomentar organizações coletivas, gerando reflexos na vida das pessoas de baixa renda que venham a se envolver nelas. Além disso, percebeu-se que a implementação dessa política de desenvolvimento sustentável em âmbito local gera desafios como: os interesses de elites locais e regionais, a ausência de uma política ambiental de desenvolvimento equilibrado e a incapacidade de gestão ambiental, além de problemas sociais e organizacionais no ciclo de institucionalização de cooperativas e associações desses trabalhadores.
