“…Indeed, WHO's recent Moscow Declaration on advancing prison public health was focused firmly on prevention *principally of infectious and communicable diseases *with no explicit mention of broader social, environmental, economic and political determinants of health (World Health Organisation, 2003). HiPP's philosophy, however, is drawn from the WHO's 'healthy settings approach' (Baric, 1992;Mullen et al, 1995;World Health Organisation, 1991) *where it was envisaged that settings of everyday life should be reoriented to provide opportunities for supporting and enhancing health (World Health Organisation, 1985), and the Ottawa Charter for Health Promotion, which emphasised action on the broad determinants of health (World Health Organisation, 1986).
