Providing a framework for post-disaster resilience factors in buildings and infrastructure from end-users’ perspectives: case study in Caribbean island states

Abstract: Purpose The purpose of this paper is to elicit the expectations for resilient post-disaster rebuilds from Caribbean project end-users. In anticipation of future climatological, meteorological, hydrological or geophysical disasters disaster, key stakeholders can articulate and incorporate strategies for resilience development, thus leading to improved end-users’ satisfaction and confidence. “…Future research can expand this study by including additional PIs from institutional reports and nonacademic publications. Nevertheless, additional PIs would be minimal as the techniques used to identify the PIs is comprehensive (Munianday et al , 2022; Charles et al , 2022). However, including any additional PIs would ensure a more effective integrated EMP framework, enhancing the assessment and monitoring of environmental impacts in highway construction projects.…”

“…The survey development phase involves conducting a systematic literature review (SLR), semistructured interviews with industry professionals, survey drafting and pilot testing. This approach aligns with the methodology used by other construction project management works in developing a survey for their respective works (Munianday et al, 2022;Charles et al, 2022). The overall structure of this investigation is shown in Appendix 1.…”

“…For example, a person might become ill from unsanitary water, but this can become life-threatening if they cannot access care at the local hospital due to power outages or lack of medicine delivery. Furthermore, the same system outages affecting residents also affect important infrastructure, like hospitals, schools, communications, transportation, and other critical elements of the supply chain (Charles et al, 2022). After Hurricane Maria, over 3000 deaths in Puerto Rico have been attributed to the hurricane's impacts on already-vulnerable systems, especially the power outage that reduced hospital services, telephone communications, and government response capabilities (Rodríguez-Madera et al, 2021).…”
