In Ukraine, the provision of administrative services in sea and river transportation is continuously evolving and actively seeking new effective mechanisms to streamline and enhance accessibility. The focus is on improving the quality of these services by integrating them with other public services through web portals. This integration has gained significant importance during the COVID-19 pandemic, as it allows for remote communication with the entities involved in providing administrative services. The main purpose of this study was to investigate the leading regulations on the activities of entities responsible for providing administrative services in maritime transportation, as well as to identify the features of their administrative legal status to further identify issues in the area under study and determine the most effective solutions for them. The research methodology employed a range of principles, with a primary emphasis on the integration of theory and practice. Within the scope of this study, an integrated approach was adopted as the methodological foundation, facilitating a comprehensive examination of the subject matter. Drawing from the findings, the authors examined the characteristics of the administrative legal status of entities involved in providing administrative services in maritime transportation. The study concluded that the responsibility for advancing Ukraine’s development as a maritime power lies with the state management bodies overseeing maritime activities and ensuring the delivery of high-quality administrative services. The analysis of the polyvariance of the positions identified in the discussion suggests that in the current conditions, Ukraine is only starting to introduce new information technologies of “e-Government”, respectively, providers of administrative services in maritime transportation face numerous complex issues. It was stated that the combined results of all International Maritime Organisation (IMO) audits can really help identify positive foreign practices, which are appropriate and necessary to introduce and ensure compliance with them on the territory of Ukraine based on international standards in maritime transportation.

This research article investigates the nexus between socio-economic catalysts, drug addiction, and trafficking trends in Pakistan. It explores how socio-economic factors such as poverty, unemployment, and societal pressures contribute to the rise of drug addiction in Pakistani communities. Furthermore, the study highlights the role of cultural norms and accessibility to drugs as significant contributors to addiction prevalence. By analyzing historical data, contemporary patterns, and case studies, the research elucidates the complex dynamics that fuel drug addiction and trafficking in Pakistan. It also emphasizes the need for comprehensive rehabilitation programs and international cooperation to combat the transnational nature of drug trafficking networks. The study reveals that the surge in drug users in Pakistan stems from societal challenges like poverty, unemployment, and illiteracy. Poverty acts as a primary catalyst, with a significant portion of the population below the poverty threshold. Unemployment due to limited work prospects and nepotism contribute to drug use, impacting both individual and familial identities. The consequences involve social stigma, legal complications, and financial burdens. The findings offer insights for policymakers, law enforcement agencies, and stakeholders to develop targeted interventions aimed at addressing the root causes of drug addiction while tackling the challenges posed by evolving trafficking dynamics in the country.

Political process management in the healthcare sector is one of the main factors influencing the economic, social, and cultural development of a country, its international prestige and competitiveness in the world, and requires constant development in search of new ways, mechanisms, and methods of improvement. The study aims to reveal and deepen the scientific, theoretical, and methodological foundations of licensing, and their role in the organisation of local self-government in terms of implementing the State policy in the healthcare sector. The object and subject of the study were selected using the dialectical method substantiating its purpose and objectives; the methods of analysis and generalisation were used to provide the necessary justifications for defining the essence and content of the State healthcare policy, clarifying the competence of public authorities and local self-government bodies about compliance with healthcare requirements, considering the powers of public authorities and local self-government bodies in the field of public healthcare, and considering the focus and specific features of the State healthcare policy in the field of healthcare. The problem of the issue has been studied and conceptual directions for its solution have been built by filling the relevant gaps in the legislative framework. Several Laws of Ukraine and resolutions of the Cabinet of Ministers of Ukraine regulating the management of the political process in the healthcare sector are analysed. The tendency of changes in legislation to ensure proper control over the quality of healthcare services is revealed. The author identifies several restrictions in the list of bodies authorised to issue relevant licences for individual entrepreneurial activity in the healthcare sector. The author outlines the structure of the system of regulatory management on the issue of exercising the constitutional right of citizens to independent individual economic activity. The author proves that licensing is a necessary instrument of state control over the quality of medical services and patient safety. The author proposes to grant representative local self-government bodies the right to consider and make decisions at their meetings on issuing or refusing licensing documents in the field of economic activity related to healthcare. Based on the results of the study, the author identified gaps in the current legislation of Ukraine relating to public health protection and formulated relevant recommendations for its improvement
