Public versus private water delivery, remunicipalization and water tariffs

Abstract: Evidence regarding the drivers and the effects of remunicipalization remains in short supply. In this paper we exploit existing analyses of earlier historical phases of the remunicipalization of water delivery services to disentangle the role played by a range of different factors -most notably overpricing and corruption under private ownership -in the decision to remunicipalize these services. Additionally, we discuss what the effects of remunicipalization might be in the light of the, as yet, somewhat sketch… Show more

“…This remunicipalization process shows attention to a broader set of public objectives beyond price. These include attention to conservation, investment, access and local control (González McDonald, Spronk & Chavez, 2020;McDonald, 2018;Mann & Warner, 2019;Rodriguez, 2004), but the challenges of affordability and investment remain (Bel, 2020;Pierce et al, 2021). The debate on water price and affordability needs to move beyond the question of ownership to issues of regulatory control and mechanisms to enhance affordability.…”

“…Public interest theory provides a powerful framework for understanding the changing choices between private and public ownership and management of public infrastructure and services (Bel, 2020). This approach provides a rationale for public intervention in the economy to protect and foster public interest and to remedy the impact of market failures (Stiglitz, 1986;den Hertog, 2010).…”

“…Public intervention -in ownership and management-was the dominant approach adopted in Scandinavian countries from the mid-1800's (Bel, 2020). In addition, the growth of water networks in German cities (promoted by English engineers) was developed under public ownership and management (Barraqué and Kraemer, 2014).…”

“…Tariff cuts however are not necessarily a good thing, because they may produce deficits and irresponsible behaviours on part of end‐users (Bird, 2003). However, even after privatisation, the costs of inefficient management may still be transferred to end‐users, if the government is forced to restore deficits with revenues from general taxation (Bel, 2020). In Italy, where tax evasion is widespread, the distortionary effects of inefficient management paradoxically hit the poorer strata of the population, undermining equity.…”
