“…Mexico's constitutional architecture directly addresses sustainability, as the Mexican Constitution (article 4, paragraph 5) states, “Every person has the right to a healthy environment for her development and well‐being. The State must guarantee respect for this right.” (Hernández‐Huerta et al, 2018, p. 3). Furthermore, international treaties, once they are signed by the President and ratified by the Senate gain quasi‐constitutional significance (Mumme, 2019) so no state or municipal law should contradict legal commitments undertaken through these treaties, thus linking the global sustainability framework to domestic policies at different levels of governance.…”

“…Por lo antes expuesto, la gestión por el Ministerio de Economía y Finanzas no solo debe ser eficiente y descentralizada sino debe ser con enfoque a la calidad del gasto según las tendencias de los planes estratégicos de desarrollo que se deben analizar en forma continua según territorio regional , por lo que existe una crisis ambiental global y de inequidad social, en la que se necesitan líderes en gestión del cambio y práctica del desarrollo, donde se sugiere formar gerentes capaces de resolver de manera innovadora la crisis, aprovechando las oportunidades y proponiendo soluciones de bienestar económico con equidad social, sostenibilidad y sustentabilidad (Bao & Delgado, 2020). “…Even though PCD has advanced development co‐operation significantly, a new iteration of this paradigm would be timely. Prioritizing development co‐operation, even sustainable development, is simply not enough to promote transformative development defined as providing for the needs of local populations while addressing power imbalances at the supranational level (see Hernández‐Huerta et al, 2018). Instead, it is evident that development must be defined around normative values which provide policy guidance, especially in times of crisis.…”
