Quantifying the unfairness of the 2018 FIFA World Cup qualification

Abstract: This paper investigates the fairness of the 2018 FIFA World Cup qualifying competition via Monte Carlo simulations. The qualifying probabilities are calculated for 102 nations, all teams except for African and European countries. A method is proposed to quantify the degree of unfairness. Although the qualifications within four FIFA confederations are constructed fairly, serious differences are found between the continents: for instance, a South American team could have tripled its chances by playing in Asia. “…Clubs' Elo ratings are supposed to capture the current playing strength of the teams. Therefore, it has been used for simulating match results in several previous papers (Cea et al, 2020;Csató, 2022aCsató, , 2022bCsató, , 2023aCsató, , 2023bLasek et al, 2016). In football, home-field advantage significantly increases the probability of winning.…”

“…The same simulation model has been used recently to quantify the incentive incompatibility of the European Qualifiers for the 2022 FIFA World Cup 20 and the unfairness of the 2018 FIFA World Cup qualification. 27 The play-offs contain single-game matches, hence draws are not allowed. If the two teams score the same number of goals, the winner is chosen randomly.…”

“…This competition is organized by FIFA and takes place every four years in a different part of the globe (Andersson et al, 2021), where the best teams from each continent try to win the title of world champion. Nowadays, there are six football confederations (Csató, 2023), each with a few specific places for participation. The South American Football Confederation (CONMEBOL) has three to four teams, 13 teams come from the Union of European Football Associations (UEFA), four or five from the Asian Football Confederation (AFC), five teams from the African Football Confederation ( CAF), three or four teams from the Football Confederation of North, Central America and the Caribbean (CONCACAF), and zero or one from the Football Confederation of Oceania (OFC), in addition to the host country that has a direct entry (Durán et al, 2017;Kessouri, 2023;Kubayi & Toriola, 2020).…”
