Soil fertility is an extremely important indicator in measuring crop growth and largely affects the crop production potentiality. By comparing the traditional fertility assessment model and the GIS assisted fertility assessment model, we conclude that the GIS assisted method based on geostatistics and GIS technology is very effective in the assessment of soil fertility and widely used to evaluate the soil fertility. However, due to the complexity of fertility evaluation process, users have to install specialized software and carry on a series of processing to complete fertility assessment. As a result, this method gains the workload of the soil workers. Besides, because the process of the fertility assessment is difficult to be achieved under the internet environment, fertility assessment is hard to be updated timely when regional fertility data changes. In order to overcome the above problems, this paper, taking oilseed rape data of a certain area in Hubei province as an example, publishes a rapeseed fertility assessment model application based on OGC standards and GIS web server. The paper includes three parts: firstly, a rapeseed fertility assessment model will be built by Modelbuilder of ArcGIS; then, the above model will be encapsulated as a WPS server by ArcObjects; finally, the WPS will be published by 52North and an HTTP can be attained after creating an application for the WPS server. In this way, users can achieve fertility assessment only by using an HTTP requested by a browser.
