Reassessment of Consistency Criteria in Judgment Matrices

Abstract: SUMMARY Prioritization strategies characterized by pairwise comparison provide some inconsistency on the part of the decision maker. Such a tolerance is desirable and even necessary given the imprecise nature of human decision‐making processes. Methods based on the analytic hierarchy process (AHP) of T. L. Saaty have to date used a somewhat arbitrary measure of consistency. A consideration of the distributions of randomly generated judgment matrices highlights the need for greater refinement. “…The validity and legitimacy of the ranking created from matrices then drew criticism and the two by two comparisons of elements of the same level, greater than seven, can sometimes be complicated for specialists (Donegan et al 1992;Dodd et al 1995). The problem can perhaps be solved but making associations of assets with the same hierarchical level in spite of the resulting loss of accuracy and significance (Dodd et al 1995). Finally, the coherence of the judgement of the specialists was evaluated using an incoherence ratio.…”

“…Finally, the coherence of the judgement of the specialists was evaluated using an incoherence ratio. However, the latter was called into question because of its rudimentary aspect and lack of rigidity for low order matrices which also tended to be located at high levels of the hierarchical breakdown (giving them greater influence and range than the high order matrices close to the base - Donegan et al 1992;Dodd et al 1995) Figure 6. Zones and clusters of vulnerability shown by LISA (a) and high vulnerability hot spots (b) in Greater Lyon.…”

“…Saaty lui-même (Saaty, Hu, 1998). En effet, la validité et la légitimité des rangements opérés à partir des matrices ont été critiquées (Dodd et al, 1995). En outre, la comparaison deux à deux d'éléments d'un même niveau, supérieur à sept, peut parfois s'avérer compliquée pour les experts.…”
