PurposeThe purpose of this study is to explore mitigation measures for cash flow interruption during the epidemic and provide decision support to ensure the regular operation and robustness of the supply chain (SC).Design/methodology/approachConsidering the scenarios of production capacity and demand disruption during the epidemic, the authors adopt system dynamics (SD) to construct a three-echelon SC financial system consisting of a core manufacturer, a capital-constrained retailer and the customer. In different interruption scenarios, through the decision adjustments of stakeholders, the differences in performance are compared to explore solutions for SC robust optimization.FindingsThe results show that partial credit guarantee (PCG) could solve cash flow interruption and maintain the regular operation of the SC. During epidemic, with the product price increases, the revenue of stakeholders and the robustness are generally negatively correlated. But when the manufacturer's production capacity is fully interrupted, increasing product price is the right decision for the retailer and could simultaneously promote performance and robustness.Originality/valueThis paper primarily focuses on the PCG under the cash flow interruption caused by epidemics. The authors adopt the supply chain finance (SCF) theory and SD method to supplement and expand existing research on interruption management of SC. It is a pioneering study to explore the robustness of the SC financial system under disruptions.

This study contributes to visualizing the complicated interrelationships among the sustainable development goals (SDGs) in Taiwanese cities' resource investment and performance under uncertainties. Taiwan faces bottlenecks and uncertainties in pursuing the SDGs due to the complex interrelationships among the SDGs. In particular, the lack of a comprehensive approach causes problems for governments in identifying whether resource investment and performance reach a coherent situation. To address this issue, this study proposes to use secondary data normalization, factor analysis and reliability testing for the validity and reliability of measures, performance‐resource analysis and the fuzzy synthetic method to translate qualitative information, as well as the decision‐making trial and evaluation laboratory to visualize the relationships. The study (1) establishes validation measures for resource investment and performance; (2) combines qualitative information and secondary data to understand the causal effects of the SDGs; and (3) provides directions for the government to improve the coherence of resource investment and performance. The findings show that SDG 3 has a strong effect on SDGs 11 and 9 and a moderate effect on SDG 8 to achieve the agenda. Guidelines are provided for resource‐poor counties/regions that could invest resources to achieve SDG 3. Many cities and counties are underperforming.

Assessment of text-generated supply chain risks considering news and social media during disruptive events

Information flow is an important task in a supply chain network. Disruptive events often impede this flow due to confounding factors, which may not be identified immediately. The objective of this study is to assess supply chain risks by detecting significant risks, examining risk variations across different time phases and establishing risk sentiment relationships utilizing textual data. We examined two disruptive events—coronavirus disease 2019 (Omicron phase) and the Ukraine–Russia war—between November 2021 and April 2022. Data sources included news media and Twitter. The Latent Dirichlet Allocation algorithm was applied to the textual data to extract potential text-generated risks in the form of “topics.” A proportion of these risks were analyzed to assess their time-varying nature. Natural language processing-based sentiment analysis was applied to these risks to infer the sentiment coming from the media using the ordered probit model. The results identify various unnoticed risks, for example: logistics tension, supply chain resiliency, ripple effect, regional supply chain, etc. that may adversely affect supply chain operations if not considered. The outcomes also indicate that textual data sources are capable of capturing risks before the events actually occur. The outcomes further suggest that text data could be valuable for strategic decision making and improving supply chain visibility.
