The purpose of this study was to describe the management strategy of madrasahs as the educational base for religious cadres. This research is a qualitative descriptive study. The research was conducted by Madrasah Aliyah in the city of Jambi, namely Madrasah Olek, Madrasah Model, Madrasah Negeri 3 Jambi City, Jambi City Education Office, and Jambi City Religion Department. Data collection techniques are interviews and documentation. The data collection instruments in this study were an interview and observation guide. Data analysis in this study used a qualitative analysis model recommended by Miles and Huberman (1994), which included data reduction, data presentation, and data conclusion. The strategy for managing madrasahs as religious cadres is to establish a good management framework through determining clear flagship programs, preparing resources, compiling indicators of success as a reference for providing education, and evaluating each program. These four pillars are used to control the cadre process by strengthening the role of Islamic religious education. The strategy for implementing education in madrasahs is through the formulation of clear policies to strengthen religious education. This includes segments of educational organization, education regulation, human resources, monitoring and evaluation, data and information management, and education quality assurance. The recommendations obtained from this research to produce a good cadre process are to improve the quality of teachers, improve the quality of management services, and improve facilities and infrastructure.

The proficiency level of the Arabic language among students is a global issue, particularly involving the Teaching and Learning process (TL) in the field of Islamic Studies at the university level. Furthermore, for internationally recognized Islamic universities like UniSHAMS, this issue becomes increasingly relevant to explore. The Arabic language has played a crucial role as the language of knowledge and serves as the medium of instruction in the academic world of Islamic Studies. Despite students undergoing the Arabic language TL process since early schooling stages, their proficiency level in this language still requires continuous improvement. Some of the constraints encountered during the learning process include students' inability to communicate in Arabic, lack of extensive vocabulary and fear of making errors in speech. All these constraints have evidently posed challenges in the teaching process for UniSHAMS lecturers. Moreover, this situation also affects the achievement of Program Learning Outcomes (PLO) targeted throughout the Diploma in Islamic Studies (DIS) program. Therefore, this study aims to explore literature regarding the proficiency levels of the Arabic language among DIS students at UniSHAMS. This study adopts a qualitative design, utilizing the library research method. Meanwhile, data analysis is conducted using content and content and thematic analysis approaches. The study findings demonstrate that the proficiency level of the Arabic language among DIS students at UniSHAMS, particularly in the aspect of TL, is unsatisfactory. Indeed, there are several problems and challenges that need to be addressed as they hinder the smooth progress of students' TL. This study is hoped to assist UniSHAMS, especially the program provider, in designing effective TL activities aimed at enhancing the proficiency level of the Arabic language among DIS students at UniSHAMS.

Structure content learning without considering learning models or methods so that the information presented by the teacher is forgotten quickly. The object of the paper: This article examines the procedures for planning, defining, and creating an organizing strategy for subject-matter learning in the context of professional Islamic religious education. Temporary, as in the theory applied to the issue This design model theory learning is in reference to the Kemp, Dick, and Carey approach system as well as the Dageng model. All three address the formation of learning strategies, the development of process measurement learning, and analysis condition learning. Inductive reasoning, descriptive-analytical thinking, and characteristic libraries are all topics covered in this essay. The analysis of data from characteristic facts, facts specific to directions, and general information about design development in Islamic religious education learning form the basis of the debate. Review the report of outcomes. This demonstrates that: (1) Kemp's model may be used to construct Islamic religious education based on the four planning learning elements of participant students, objectives, methods, and evaluation. Dick and Carey's term "design models development" refers to the approach systems and design models development of Degeng based on the following influencing variables: learning form goals and characteristics field study, source learning and constraints, characteristics participant educate, purpose study and content learning, organizing strategy content learning, delivery strategy content learning, management strategy learning, development procedure measurement results learning. (2) Procedures for planning and implementing Islamic religious instruction in schools, such as standard competency analysis, content learning, participant characteristics, approach selection and determination, and learning evaluation standards.
