PurposeThe study aims to deepen the understanding of why risk management principles are circumvented, thereby contributing to transgressions in public procurement for South African state-owned enterprises (SOEs). A deeper understanding of why risk management principles are circumvented is especially important in South Africa, given the high social, economic and environmental risks to which national and major SOEs are exposed in the procurement process.Design/methodology/approachThe study uses a qualitative design, based on detailed semi-structured interviews with 19 participants comprising management advisors, forensic investigators and auditors to explore why risk management principles are circumvented by South Africa SOEs.FindingsThe results of the study indicate that the tone that is set at political and executive level plays an important role in determining compliance with risk management principles by lower-level staff. Intense levels of political influence at SOEs are the main reason behind risk management systems being undermined.Originality/valueThe current study is one of the first explorations of why transgressions in public procurement continue to be evident despite risk management reforms being adopted by South Africa public sector. The research responds to the call for more studies on why reforms in South Africa public sector are not reducing transgression in public procurement. The study provides primary evidence on the importance of political and executive leadership in influencing the effectiveness of risk management reforms in the public sector.

Can open government support innovation for inclusive development? A South African case study

The opening of government in a number of countries has implications for innovation processes and the potential for inclusive development outcomes. After unpacking some of the key thinking around openness proffered by Karl Popper and others, we explore the adoption of open government practices in innovation by considering four important instruments: the opening of innovation and technology policy processes, co-creation and collaborative solution development by civil servants, government entities acting as innovation brokers, and public sector procurement of innovation. Through a case study of South Africa, we highlight how innovation actors prioritise particular values of openness over others. For example, in pushing for more open interaction between state and non-state actors as a more effective way of addressing social challenges, values of legality and impartiality are often minimised. This oversight leads to project failures, legitimacy crises and exploitation of relationships by powerful entities. In response, we suggest that public sector innovation programmes and platforms can more explicitly recognise different values, especially from emergent grassroots innovation networks, and thereby enable sustainable application of open government practices.

Abstrak: Efektivitas Probity Audit dalam Mencegah Kecurangan Pe ngadaan Barang dan Jasa. Studi ini berupaya meneliti efektivitas pe nerapan probity audit dalam pencegahan kecurangan penyediaan barang dan jasa. Pendekatan studi kasus digunakan sebagai metode pada In spektorat Provinsi DKI Jakarta tahun 2016. Hasil studi menunjukkan bahwa probity audit yang dilaksanakan oleh Inspektorat Provinsi DKI Jakarta selama tahun 2016 belum optimal. Hal tersebut disebabkan ma sih digunakannya sampling data dalam proses probity audit dan tahap an probity audit juga belum dilakukan secara keseluruhan. Selain itu, terdapat hambatan pada penerapan probity audit berupa adanya keter batasan sarana dan prasarana, anggaran, kompetensi auditor, waktu, sumber daya manusia, dan dokumentasi.
