Reforming the management framework of urban land use

Abstract: Problems in land-use regulation in an emerging market environment are analyzed with special reference to the city of Tomsk. Changes in the system of land-use management and their impact on urban development are considered. The focus is on municipal real estate and land use, which, formally being in the competence of local governments, are becoming a major factor of economic development.
