This chapter explores the theoretical underpinnings of e-participation within e-governance and the critical role of ICTs in facilitating public engagement across governmental levels. It highlights the transformation of e-participation from internal functions to inclusive policy-making processes, supported by ICTs to promote participatory, deliberative, and inclusive democracy.
