Subject. This article deals with the issues of assessing the talent density and capacity of the region's economy.
Objectives. The article aims to analyze approaches to assessing the digital competencies, highlight the concepts of Digital Literacy and Digital Competency, and the existing digital competency models. The article also aims to create a model of digital competencies, including their enlarged groups, and develop a methodology for diagnostic assessment of digital competency levels.
Methods. For the study, I used systems and statistical analyses, and the methods of theoretical generalization.
Results. The article presents an elaborated competency-based model that includes enlarged groups, such as Digital Office, Use of Network Technology, Digital Security in Professional Activities, Software and Application Installation. The digital competency-level diagnostic technique was tested on the basis of the Ministry of Education and Youth Policy of the Ryazan Oblast.
Conclusions and Relevance. Using the developed methodology enables individual training and professional development planning, minimizing the finance and time expenditures for employee training. The materials of the study can be applied in researching scientific and practical problems of staff training for the region's digital economy.
