AbstractPurpose -The purpose of this paper is to develop a multiple-perspective model for technology assessment, apply it to mobile broadband technologies selection in China and give recommendations based on the assessment results. Design/methodology/approach -A multiple-perspective model for technology assessment using HDM is developed based on literature review and experts suggestions. Data are collected from a survey on China telecom experts. Findings -TD-SCDMA got the highest score because of its potential political and social effects, and WCDMA and CDMA2000 following with close scores. While for WiMAX and 4G, Chinese experts showed relatively lack of confidence. Originality/value -This paper presents a new multiple-perspective model that can be generally applied to technology assessment problems at organizational level.
BackgroundChina launched analog mobile services (1G, the first generation) in 1987 and then moved to digital services (2G, the second generation) based on global system for mobile (GSM) communications standard in the early 1990s (Gao and Damsgaard, 2007). According to the reports from the Ministry of Information Industry (MII) of China, the subscriber number has grown from only three million in 1990 to over 540 million at the end of 2007. As the mobile industry began globally evolving from 2G to 3G (the third generation), China's selection on mobile broadband technologies became a hot issue.Since, the 1970s mobile network technologies have experienced several exciting innovations. The first-generation (1G) cellular systems, dating back to the 1970s and becoming widely popular in the 1980s, were based on analog frequency modulation technology primarily for voice application. And at that time there was no worldwide standard. The second-generation (2G) cellular systems characterized by using digital signals were developed and installed in the early 1990s.
