Government contaminated site regulators, as policy executors and makers, have a profound impact on the development of green and sustainable remediation (GSR), but their cognitive level of GSR has not been well-studied. China has some experience in the management of contaminated sites and has the foundation to promote GSR. This study was conducted in the form of a questionnaire to investigate the understanding of GSR among Chinese site regulators at different levels. The study found that there was still a lot of resistance to promoting GSR in China. Firstly, even though the regulators thought GSR was necessary in China, most of them did not know GSR very well or lacked practical experience. Secondly, existing national and provincial policy standards did not have a good balance between the environmental, social and economic aspects, but gave priority to the environmental factors. Thirdly, the lack of standard and regulatory requirements was the most significant barrier to the implementation of GSR. The results of the survey can provide a reference for China or other developing countries to implement GSR. Practitioners should provide more knowledge and cases for regulators, supplement national policies or improve the provincial and municipal policy system.

The scale of land-contamination problems, and of the responses to them, makes achieving sustainability in contaminated land remediation an important objective. The Sustainable Remediation Forum in the UK (SuRF-UK) was established in 2007 to support more sustainable remediation practices in the UK. The prevailing international consensus is that risk assessment is the most rational approach for determining remediation needs and urgency. Sustainability in this context is related to the effective delivery of whatever risk management is necessary to protect human health or the wider environment. SuRF-UK suggests that decisions made at the project planning stage, and also in the choice of remediation approach used to reach particular objectives decided upon, are both opportunities for sustainability gain. In 2011, SuRF-UK issued a set of wide-ranging indicators to support sustainability assessments made during project planning and remediation option appraisal. This advice was reviewed over 2018-2020 and new guidance on process and indicators has been released. Within this guidance, SuRF-UK has provided a checklist of possible sustainability indicators/criteria that can be used to benchmark the scope of sustainability assessment for remediation projects. These indicators are divided into 15 overarching ("headline") categories, divided in a balanced way across the three elements of sustainability: environmental (emissions to air, soil and ground conditions, groundwater and surface water, ecology, and natural resources and waste); social (human health and safety, ethics and equity, neighborhoods and locality, communities and community involvement, and uncertainty and evidence); and economic (direct economic costs and benefits, indirect economic costs and benefits, employment and employment capital, induced economic costs and benefits, and project lifespan and flexibility). The majority of this study explains these categories and their various considerations in more depth and provides the supporting rationale that led to their inclusion in the revised SuRF-UK guidance.

Área contaminada é definida como área, terreno, local, instalação ou edificação que contenha quantidades, ou concentrações de matéria, em condições que causem ou possam causar danos à saúde humana, meio ambiente ou a outro bem a proteger. Buscando obter um melhor entendimento a respeito das áreas contaminadas nas bacias hidrográficas do rio Aguapeí e do rio do Peixe (BHAP), o objetivo deste trabalho foi realizar o levantamento das áreas contaminadas nas BHAP, identificar as principais atividades potencialmente contaminantes e os meios físicos mais afetados, e simultaneamente, correlacionar os possíveis valores de contaminação com os parâmetros socioeconômicos dos respectivos municípios. Foram utilizados dados de áreas contaminadas no período de 2007 à 2019 dos municípios pertencentes às BHAP, obtidos através dos Relatórios de Áreas Contaminadas e Reabilitadas do Estado de São Paulo publicados pela Companhia Ambiental do Estado de São Paulo. Foram identificados 26 municípios com áreas contaminadas, sendo os postos de combustíveis a principal atividade contaminante, enquanto os solventes aromáticos e os hidrocarbonetos policíclicos aromáticos foram os contaminantes mais relatados. As águas subterrâneas e os subsolos foram, majoritariamente, os meios mais impactados pelos contaminantes. Uma correlação forte foi encontrada entre o maior número de contaminantes e as cidades com maior área e também com maior número de habitantes. De modo geral, a identificação dos locais contaminados em bacias hidrográficas configura-se como uma importante ferramenta que visa auxiliar no gerenciamento das áreas contaminadas e na adoção de ações mitigatórias e a produção de políticas públicas que visem amenizar os efeitos das contaminações.
