Tourism is one of the fastest-growing industries. Tourism is able to move the economy forward at the micro-level such as encouraging the informal sector and local potential while at the macro level it can increase currency transactions. In various countries, the tourism sector is able to increase domestic and foreign demands as well as to encourage transportation, hospitality, and manufacturing industries. This study examines the effect of institutional indicators on tourism in ASEAN countries during 2000-2018 under dynamic panel estimation. The number of observations was about 180, namely: time series from 2000-2018 and cross-section of 10 countries. ASEAN as one of the destinations in the world requires an increase in institutional quality to be able to compete and provide world-class tourism services. The six institutional indicators were employed such as voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, rule of law, and control of corruption. Moreover, the dynamic panel estimation was expressed by Pooled OLS and REM estimations. Interestingly, the findings show that political stability compromises the number of tourist arrivals while government effectiveness can stimulate tourist arrivals. Similarly, GDP per capita can hinder the number of tourist arrivals, while the exchange rate leads increasing of tourism arrivals. Thus, the governments in ASEAN countries can promote and cooperate together to develop tourism in the regional level. The GDP per capita of ASEAN countries should be increased, and the level of exchange rate can be maintained at a stable range. Besides, the governments should also improve the quality of institutions.

The beginning of the trade war between the United States and China was caused by the imposition of United States tariffs on several Chinese products. The imposition of these tariffs led to retaliatory tariffs from China against the United States. China's retaliatory tariffs have an impact on one of the United States' sectors, namely the agricultural sector. The United States agricultural sector is an important sector in the agricultural trade sector in the United States. With the retaliation of tariffs, the agricultural sector experienced a significant decline. In response to this incident, the United States government made a policy to overcome this problem by making a new policy, namely subsidies. This study aims to describe and find out how the implementation of United States agricultural subsidies in the case of the 2018-2019 trade war using qualitative methods and data sources sought using primary and secondary data. To analyze this research, the writer uses neoclassical theory and national interest to find out how the implementation and perspective of the policy are. The results of this study indicate that there are 3 programs implemented by the United States to overcome the trade war, namely MFP, FPDP, ATP. However, these programs reap many pros and cons. The subsidy policy is a policy that endangers the United States economy because it disrupts the market mechanism.

ABSTRAKPemikiran ekonomi neoklasik yang menggunakan paradigm positivism belum mampu memberikan pemerataan kesejarahteran pada berbagai sector dimasyarakat. Untuk itu diperlukan pemikiran ekonomi kelembagaan yang melandaskan paradigma yang holistik, orientasi kesejahteraan manusia, multidisiplin,dan mengakomodir budaya dan kearifan lokal masyarakat setempat. Pemikiran ekonomi kelembagaan sebagai alternatif baik ditinjau dari filosofis dan empiris pada kasus masyarakat pesisir. Berbagai kajian literature mengatakan ekonomi kelembagaan sangat sesuai untuk dikembangkan pada masyarakat pesisir yang masih kuat dengan budaya dan kearifan local, sebagai penopang tegaknya interaksi yang harmonis, dinamis, agar tercapai tujuan ekonomi yang berkeadilan dan berkelanjutan. ABSTRACTNeoclassical economic thought using positivism paradigm has not been able to equalization income distribution in various community sectors. Therefore, need institutional economic thought which is based on holistic paradigm, human welfare orientation, multidisciplinary, and accommodate local culture and local wisdom. Institutional economic thought as an alternative is reviewed from philosophical and empirical in the case of coastal communities. Many literature studies remark institutional economics is very suitable to be developed in coastal communities that are still strong with local culture and wisdom, as a supporter of the establishment of a harmonious, dynamic interaction, in order to achieve a just and sustainable economic goals.Keyword: Filosofis dan empiris, ekonomi kelembagaan, masyarakat pesisir.
