Reliable Rescue Routing Optimization for Urban Emergency Logistics under Travel Time Uncertainty

Abstract: Abstract:The reliability of rescue routes is critical for urban emergency logistics during disasters. However, studies on reliable rescue routing under stochastic networks are still rare. This paper proposes a multiobjective rescue routing model for urban emergency logistics under travel time reliability. A hybrid metaheuristic integrating ant colony optimization (ACO) and tabu search (TS) was designed to solve the model. An experiment optimizing rescue routing plans under a real urban storm event, was carried… Show more

“…The problem of rescuing victim during storm flood disaster in urban cities is considered in [160], where the chance constraint programming specifying a confidence level under which the stochastic travel time constraint is guaranteed to hold. In this problem, a multi-objective with an assigned weight is addressed to minimise the total travel time budget of all vehicles as well as the maximum travel time budget of a single vehicle.…”

“…Mobility. Five issue papers analyzed human mobility related issues from various human-centric perspectives [60][61][62][63][64]: railway and public transport, emergencies, nursing equity, and crowd flows. Zheng et al [60] developed machine learning techniques to efficiently recognize modes of driving railway trains.…”

“…Maeda et al [64] created an index based on human mobility data, making it possible to predict the influence of urban development on future residential movements. Li and Zhou [61] proposed a multiobjective rescue routing model for urban emergency logistics under travel time reliability, critical for urban emergency logistics during disasters. Hu et al [62] performed a multi-modal trip network analysis to assess the spatial equity of nursing homes in Changchun, finding heterogeneous hot spots.…”

“…That leads to maximum reconfiguration rates of the 3D-MEMS based cross-connects ranging from 100 ms to 10 s. The objective of the paper is to study the impact of the limited reconfiguration rate of the optical switches on the cost saving that reconfiguration policies allow us to obtain in NFV architectures where the NFV sites are optically interconnected. We formulate the optimization problem and due to its complexity we propose a heuristic based on the evaluation of a constrained shortest path [27] in a multi-stage graph.…”
