This paper presents several proposed and existing smart utility meter systems as well as their communication networks to identify the challenges of creating scalable smart water meter networks. Network simulations are performed on 3 network topologies (star, tree, and mesh) to determine their suitability for smart water meter networks. The simulations found that once a number of nodes threshold is exceeded the network’s delay increases dramatically regardless of implemented topology. This threshold is at a relatively low number of nodes (50) and the use of network topologies such as tree or mesh helps alleviate this problem and results in lower network delays. Further simulations found that the successful transmission of application layer packets in a 70-end node tree network can be improved by 212% when end nodes only transmit data to their nearest router node. The relationship between packet success rate and different packet sizes was also investigated and reducing the packet size with a factor of 16 resulted in either 156% or 300% increases in the amount of successfully received packets depending on the network setup.

This paper deals with the power allocation of decentralized detection in an optimal wireless sensor network (WSN). The main objective is to find a solution that minimizes the total power consumed by the WSN, so that the error probability at the fusion center would be below a certain threshold. More specifically, we propose a novel stochastic optimization algorithm, called the TLBO-Jaya algorithm, which is a hybrid form of two recently proposed algorithms, ie, the teaching-learning-based optimization (TLBO) and Jaya algorithms. The proposed optimization solution is evaluated for several WSN cases and compared with results from the literature. Additionally, it is compared with both the TLBO and Jaya algorithms, the heat transfer search algorithm, and the popular particle swarm optimization. Numerical results show that the proposed algorithm performs better than other well-known algorithms in almost all tested cases.

In order to improve the heating system's intelligence and automation level, a wireless remote meter reading system is designed based on GPRS network technology. The system consists of heat meters, collector, concentrator and remote management centers. The hardware is constructed by STM32F103MPU, wireless module, GPRS module and other components, using a combination of GPRS and wireless communications network. The software of management centers includes remote meter reading system and energy data management system, realizing the functions of remote meter reading, data query, CSV downloads, real-time monitoring and so on. The system, adopting C# and PHP hybrid programming, achieves program lock by program itself and therefore prevents database lock and also provides multi-thread meter reading. According to the test results, the system is characterized by a simple structure, low cost and a wide range of application, therefore it has a good market value and bright prospects for application.
