“…Potential alternative points of attention are: the legislative framework in support of certification (Adams et al, 2020;Putz et al, 2000), the distance and convenience of wood transport (Gullison, 2003), and the clarification of land and tree tenure (Hajjar, 2015). This inclusiveness is crucial, as Maryudi and Myers (2018) describe how FLEGT can entrench preexisting inequalities between those present and not present in the scheme.…”

“…Largescale wood producers are better able to meet these requirements (Klooster, 2005;Molnar, 2003;Rametsteiner and Simula, 2003;Taylor, 2005). These combination of these issues implies that large-scale producers hold power over small-scale producers (Maryudi and Myers, 2018). Cooperative and community initiatives in the tropical regions can tackle the issue of scale and enlarge the certified forest area in the tropical regions, especially since small scale production is still very present in this region and perceived as a tool for economic development (Badini et al, 2018).…”

“…VPA implementation could hurt those whose livelihoods depend on the use of forest resources that do not have legality permits [34,35]. e EU FLEGT Action Plan (European Commission 2003) emphasises that the EU-FLEGT challenge is to ensure actions to deal with illegal logging, especially increasing law enforcement without harming weak groups, such as poor rural communities, while providing a deterrent effect on illegal logging [36].…”

“…Implementing VPAs can harm the livelihoods of people in need in terms of forest needs, if there is no system for improvement. Indicators and verifier systems based on information provided and evidence are needed for a decision maker for managing the effect of VPA [36]. Countries that signed the VPA agreement understand the contents of the article on social protection.…”
