Research gaps in transforming tuberculosis data to action for better health outcomes: A systematic literature review

Abstract: Background In their work to end the tuberculosis (TB) epidemic in lower- and middle-income countries, national TB programs need a tool to measure, monitor, and strengthen relevant capabilities to create a continuous transformation of data into action (D2A) to improve TB program results. However, there is a lack of scientific evidence to determine specific measurement dimensions of a D2A continuum that enables TB programs to identify the barriers and enablers of D2A and to guide the selection of in… Show more

“…The emergence of new, highly effective regimens may open a new way around RIF and INH resistance. Within a few years, we may see the first pan-TB regimen trials, aiming for a unique solution for both MDR and Ds-TB [211]. This will have the advantage of an easier operational implementation [212].…”

“…6 To develop a holistic maturity model, following a systematic review, a set of 16 datato-action measurement dimensions were identified and defined. 7 An important next step was to describe the characteristics of each of the data-to-action dimensions across a continuum and facilitate expert validation to finalize the dimensions, continuum levels, and description of dimensions across all the levels with a focus on NTP users at the national, subnational, district, and facility levels (e.g., the monitoring and evaluation [M&E] director, NTP manager, facility managers, laboratory manager, etc.). To enable contextual decision-making, a data-to-action continuum (D2AC) scale was developed, following a user-centered and iterative design process, by a core group of the TB Data, Impact Assessment and Communications Hub (TB DIAH) project under the guidance of an advisory group consisting of international and country-level TB and data system experts.…”

“…These dimensions responded to the research question that aimed to identify appropriate dimensions required to improve NTP capabilities for transforming data to action. 7 A seventeenth dimension was added later in the D2AC scale development process.…”
