This paper presents and illustrates planned urban projects in the Al-Baha region with the potential to contribute to developing a sustainable local environment and economy in alignment with Saudi Arabia’s 2030 national vision and future needs. Al-Baha is characterized by a wealth of renewable energy, a cooler environment relative to many other Saudi regions, as well as multiple heritage villages and wildlife habitats set amid mountainous topography. The approach used here is the analytical hierarchy process (AHP), which employs an expert consultation analysis to identify the best future projects for the Al-Baha region. About 52 experts were invited, each selected according to specific criteria to include decision-makers, developers, and academics in the fields of the built environment, engineering, and investment. The findings of the study are evaluated and culminate in suggestions for future projects in the tourism; renewable energy; agriculture and farming; health and education; and wildlife and forest protection sectors. It has been found that the most important future projects are those related to the tourism and agricultural and farming sectors. The other projects proposed are unique to the Al-Baha region due to its location and traditions. The study concludes with key recommendations for developers and decision-makers.

Decision-making in energy retrofit of existing buildings needs to consider the economic and technical criteria, as well as social and environmental ones. The main problems are to define and to aggregate these contradicting issues to support a measurable and verifiable decision process. The working hypothesis of this paper is that the ELECTRE Tri method would respond to the problem. The paper proposes and tests in a real professional environment the ELECTRE Tri method to help choose a retrofit program for collective residential buildings. The evaluation criteria used as performance indicators are defined in consultation with the decision maker and weighted by using the revised Simos’ cards method. The paper proposes to construct the renovation scenarios by combining individual actions that are mutually compatible. The methodology, the proposed criteria and the scenarios were successfully applied on a renovation project of a residential assembly composed of three buildings (67 apartments). A new solution to the problem of defining reference scenarios specific to the ELECTRE Tri method is also proposed. The main advantages of the proposed methodology are the formalization of the decision-making process within the framework of energy renovation strategies and the application of a robust multi-criteria analysis method, considering the complexity of the problem. The main drawbacks are the cost (in time and resources) for obtaining the information needed to construct the decision matrix and the precision of the weights of the criteria. The methodology implemented in Python is available in open source.

The near-zero energy design of a building is linked to the regional climate in which the building is located. On the basis of studying the cavity size and ground height of a photovoltaic curtain wall, the power generation efficiency of the photovoltaic curtain wall under different ground heights is compared in this paper. According to the “Technical Standard for Near-Zero Energy Buildings”, the personnel and lighting of a 12-metre office building in Hefei were parametrically arranged and three design schemes for near-zero energy buildings were proposed. The energy consumption of the benchmark building and the design energy consumption of each scheme were calculated by using the energy consumption simulation software Design Builder V 7.0.0.096; the feasibility of realizing the near-zero energy consumption building by using each scheme was checked. The results show that when the cavity width of the photovoltaic curtain wall of the office building is 70 mm, the cavity heat transfer coefficient is the lowest and the heat insulation of the building is the best. When the height from the ground is 0.7 m, the power generation efficiency of the photovoltaic curtain wall reaches a maximum of 18.39% and the south façade of the building is more suitable for the layout and installation of the photovoltaic curtain wall. The single-façade photovoltaic curtain wall should be combined with a high-efficiency air conditioning system and lighting system; the installation of a photovoltaic rooftop at the same time can meet the design requirements of near-zero energy buildings in hot-summer and cold-winter areas. This paper provides some guidance for exploring the design of near-zero energy office buildings, which is of practical significance.
