The smart electricity grids have been evolving to a more complex cyber-physical ecosystem of infrastructures with integrated communication networks, new carbon-free sources of power generation, advanced monitoring and control systems, and a myriad of emerging modern physical hardware technologies. With the unprecedented complexity and heterogeneity in dynamic smart grid networks comes additional vulnerability to emerging threats such as cyber attacks. Rapid development and deployment of advanced network monitoring and communication systems on one hand, and the growing interdependence of the electric power grids to a multitude of lifeline critical infrastructures on the other, calls for holistic defense strategies to safeguard the power grids against cyber adversaries. In order to improve the resilience of the power grid against adversarial attacks and cyber intrusions, advancements should be sought on detection techniques, protection plans, and mitigation practices in all electricity generation, transmission, and distribution sectors. This survey discusses such major directions and recent advancements from a lens of different detection techniques, equipment protection plans, and mitigation strategies to enhance the energy delivery infrastructure resilience and operational endurance against cyber attacks. This undertaking is essential since even modest improvements in resilience of the power grid against cyber threats could lead to sizeable monetary savings and an enriched overall social welfare. There has been a progressive development in the synthesis of Information and Communication Technologies (ICTs) in power networks recently. ICT systems have become a vital part of every aspect of our daily lives and its integration into the electric power system has become paramount. ICTs support efficient incorporation of activities of all stakeholders of the power system to certify a more cost-effective and sustainable power system. The power system will exhibit intelligent monitoring and control, bidirectional communication between stakeholders and power system elements, security and safety of supply and self-healing qualities. However, asides from the vast benefits ICTs, their implementation within the power network come with some drawbacks which include element failures, failures due to interdependencies as well as vulnerabilities to cyber-attacks. These drawbacks can impact the reliability of the power network negatively. The objective of this paper is to investigate the impact of ICTs integration on the reliability of power networks in terms of empirical validation of standard reliability indices. This study groups the findings into four perspectives, including the effects of cyber power interdependencies, ICT infrastructure failures, cyber-attacks and environmental conditions. As expected, results show that failures and maloperations in the ICT network have adverse effects on system reliability and careful considerations need to be made to dampen these shortcomings. A Novel Detection Algorithm to Identify False Data Injection Attacks on Power System State Estimation

This paper provides a novel bad data detection processor to identify false data injection attacks (FDIAs) on the power system state estimation. The attackers are able to alter the result of the state estimation virtually intending to change the result of the state estimation without being detected by the bad data processors. However, using a specific configuration of an artificial neural network (ANN), named nonlinear autoregressive exogenous (NARX), can help to identify the injected bad data in state estimation. Considering the high correlation between power system measurements as well as state variables, the proposed neural network-based approach is feasible to detect any potential FDIAs. Two different strategies of FDIAs have been simulated in power system state estimation using IEEE standard 14-bus test system for evaluating the performance of the proposed method. The results indicate that the proposed bad data detection processor is able to detect the false injected data launched into the system accurately.
