Review of the development of China's Eco-industrial Park standard system

Abstract: Eco-industrial Parks (EIP) have become a central element in China's 13 industrial strategy to combine industrial development while minimizing environmental 14 impacts and improving resource efficiency. A national standard system has been developed as 15 a main tool for assessing EIPs. This paper provides a review of the development of China's 16 EIP standard system. The focus of the analysis is the new national demonstration EIP 17 standard (HJ/T274-2015), including a review of calculation methods for some key… Show more

“…The China National Eco-Industrial Demonstration Programme launched in 2000 by the State Environmental Protection Administration [25] has also contributed to the increase in the number of potential industrial symbiosis cases and China's leadership in the publication of case studies [19]. This programme has enabled the development of the largest national network of eco-industrial parks, in which industrial symbiosis practices have been promoted [158,159].…”

“…It is possible to establish standardized procedures; however, a medium-high level of knowledge of the technical and design characteristics is required, as well as the basic principles and processes that are being carried out, therefore, the level of user to which it is directed is also medium-high. These requirements are more pronounced in the application and implementation of the Séveso III directive, CCPS, NORSOK, CPR, and EN 16991: 2018 guidelines, and on the management and evaluation of safety and health at work, through ISO 45001:2018 [162] and 89/391/EEC. Their application to industrial parks and especially for the domino effect is general.…”

“…In resource management, macro- and meso-level studies examine the big picture or the system as a whole using tools such as Material Flow Accounting and Extended Environmental Input-Output Analysis. At micro-level studies, cleaner production principles provide the guiding framework with a particular objective of reducing resource demand and emissions generation vis-à-vis BAU ( Huang et al, 2019 ; Chiu et al, 2017 ). The scope of sustainable consumption must, therefore, cover the consumption of both intermediate and final products and services.…”
