Reviewing design stage of environmental impact assessment follow-up: looking at the open cast coal mines in India

Abstract: Since the introduction of the environmental impact assessment notification of 1994, there has been considerable research related to EIA procedures in India. Research has emphasized predominantly 'developing appropriate regulations' and 'institutional procedures necessary to implement them'. As follow-up is usually associated with post-decision stages in EIA, a sound design stage is crucial for laying down its foundations. This paper explores follow-up considerations during the pre-decision stage of open cast c… Show more

“…It is widely recognized that adequate institutional arrangements, good quality EISs and adequate implementation of mitigation measures are core areas of an effective EIA system (Abaza et al, 2004;Cashmore et al, 2004;Fuller, 1999;Jha-Thakur et al, 2009;Jha-Thakur, 2011;Lohani et al, 1997;Lee et al, 1999;Lee, 2000;Marshal, 2001;Noble and Storey, 2005;Paliwal and Srivastava, 2012;Sadler, 1996;Wilson, 1998;Wende, 2002;Wood, 1995).…”

“…The findings indicate that the practice of EIA in Bangladesh is still largely preoccupied with the preparation of EIA reports despite the fact that the ultimate effectiveness of an EIA system depends on the effective implementation of mitigation measures or broadly follow-up of EIA (Gachechiladze-Bozhesku and Fischer, 2012;Cashmore et al, 2004;Jha-Thakur et al, 2009;Jha-Thakur, 2011;MorrisonSaunders and Bailey, 1999;Noble and Storey, 2005;Sadler, 1996;Sanchez and Gallardo, 2005;Shepherd, 1998;Wood, 1999). However, the inadequate implementation of mitigation measures is not unique to Bangladesh.…”

“…Shakil and Ananya (2015), for example, examined the entire EIA system in Bangladesh by evaluating all processes of EIA including follow-up. Due to a relatively limited scope of research, analysis of EMP implementation has been confined to the application of methods used in EIA Macharia, 2005;Jha-Thakur et al, 2009;Bennett et al, 2016;Khosravi, Jha-Thakur and Fischer, 2018). However, researchers like have continued to emphasize the significance of follow-up (EMP) to the achievement of the goals of EIA.…”

“…This conceptualisation of EIA follow-up has subsequently been adopted in numerous research publications (e.g. Jha-Thakur et al, 2009;Nadeem and Hameed, 2010;Wessels, 2013;Jalava et al, 2015) and we are not aware of any alternative definition in common use. As is explained later, our criteria for EIA follow-up best practice are structured around these four dimensions of this definition, although for the purposes of deriving evaluation criteria that could investigate practice, we found it beneficial to divide the management dimension into: arrangements for managing the follow-up process (governance); and arrangements for managing the impacts themselves (management).…”
