The end of the Cold War in 1991 brought the United States more than two decades of global leadership and prosperity. Neorealist international relations theory correctly predicted that hegemony, although the most stable power arrangement, is doomed to deteriorate as rising competitors band together to challenge the existing world order. As the United States pivots from hegemony to competition, the Department of Defense is adjusting its capabilities to confront the Chinese Communist Party and the Russian oligarchy. The U.S. Marine Corps may be considered at the forefront of the rapidly changing force structure. These changes will not rely on the acquisition of new weapons systems for success. Instead, the capacity of Marines to accommodate new ways of thinking, norming chaotic processes, and adapt to dynamic operational environments will determine their outcome. This volume provides a window into how current and future Marine leaders will grapple with this historic challenge.

“…The formation of the Special Operations Command (SOC) unifies all Russian SOF and paramilitary units better known as "Spetsnaz," an umbrella term referring to all the armed forces' intelligence organizations, into one command structure. The establishment of the SOC in 2013 was concurrent with the redevelopment of Russian forces, with the SOC itself being directly modeled around Western SOF units such as the British Special Air Service with the attachment of supporting elite light infantry forces comparable with the British Parachute Regiment or Royal Marines (Bukkvoll, 2016).…”

The alleged use of “Hybrid Warfare” by the Russian Federation in the annexation of the Ukrainian territory, Crimea, in 2014, thrust the term into the media spotlight and raised concerns over the lack of effective measures available to counter its use. This article investigates the use, development, impact, and legality of state-directed “Hybrid Warfare” campaigns. The first section of which examines the use and relevance of military force and strategy in the conduct of such a campaign, with further sections focusing on the importance and integral nature of information, disinformation, and cyber capabilities, along with the resulting legal implications contemporary conflict faces. Hybrid strategy, capability, and doctrine will not replace traditional interstate maneuver warfare or the utilization of irregular modes of conflict. However, it does provide regional powers with a unique ability to insidiously challenge hegemonic or greater powers in such a way that better economizes their own capabilities and strategic assets.
