The aim of this study is to evaluate the efficiency and performance of hospitals at regional level. In the study, 2017 data of 25 public hospitals, including 17 state hospitals affiliated with the Ministry of Health, 5 education and research hospitals and 3 branch hospitals, operating in the Eastern Anatolia region with a capacity of 100 beds or more, were used. Hospitals were evaluated within their own groups, Data Envelopment Method was used for efficiency analysis and TOPSIS method based on ENTROPY was used for performance analysis. According to the results obtained, it was observed that 11 out of 17 state hospitals and 1 out of 5 training and research hospitals were not working effectively, and 3 branch hospitals were working effectively. It was observed that the efficiency score of state hospitals was between 89.36% and 100%, and the efficiency scores of training and research hospitals ranged from 97.73% to 100%. It was observed that the efficiency score and the performance ranking were parallel to each other. It has been observed that the performance ranking of hospitals that operate effectively is in the first place, while hospitals that do not operate effectively are in the last place in the performance ranking.
