Scenario-Based Comprehensive Assessment for Community Resilience Adapted to Fire Following an Earthquake, Implementing the Analytic Network Process and Preference Ranking Organization Method for Enriched Evaluation II Techniques

Abstract: Natural hazards bring significant influences on and socioeconomic loss to cities and communities. Historic events show that fire following earthquake (FFE) is the most influential uncertain disturbance on the urban infrastructure system. Under the FFE scenario, the concept of resilience is widely implemented to make up the shortcomings derived from the traditional disaster management methodology. Resilient cities and communities are required to improve the systemic performance in responding to the FFE. To fulf… Show more

“…An evaluation's credibility is determined by three aspects: (1) clearly articulated objectives; (2) evaluation criteria that have been mutually agreed upon; and (3) an investigation into how open, equitable, and objective the evaluation process was. (He et al, 2021). Visits to the classroom, comprehension exams, instructor observation, and student-led conversations all play a part in the evaluation process, which begins with a review of the lesson plan.…”

“…The Delphi method was used to determine whether these samples are resilient. MCDM selection techniques were used to determine the suitable MCDM methodology tailored to the decision process [ 79 , 80 ]. The techniques adapted totally 9 alternatives for determining the required abilities from a set of 78 MCDM databases where the specific descriptors for the properties of the decision process are presented.…”

“…In the research framework and measurement method of resilience, the Resilience Alliance proposed the general steps of resilience evaluation (Yang et al, 2021 ). Numerous scholars have defined and measured resilience in their respective fields from different perspectives such as post-disaster reconstruction (Sina et al, 2019 ; Eadie et al, 2020 ), urban resilience (Hofmann, 2021 ), and tourism destination resilience (Bui et al, 2021 ), using comprehensive evaluation, scenario simulation, dynamic models, and other methods (He et al, 2021 ; Feofilovs and Romagnoli, 2021 ; Zhang et al, 2019 ). Current research on household livelihood resilience is mainly focused on two areas.…”
