Schizophrenic public administration reform in Hungary. Tension between anti-NPM systemic and pro-NPM organizational reforms

Abstract: The aim of the paper is to highlight the main characteristics of the recent Hungarian public administration reform, as well as to reveal the inconsistent nature of some of its elements and to describe the connected risks. “…A Magyary-program és az NPM viszonya legalábbis ellentmondásos. Ahogyan arra Rosta is rámutat: míg makroszinten a magyar közigazgatás reformja és átszervezése alapvetően szembe menne a nemzetközi és elsősorban a piacosítási trendekkel, addig szervezeti/mikroszinten pontosan ugyanazokat a magánszektorban látatható, piaci szemléletű reformokat kívánja bevezetni, amelyek ellen makroszinten küzdene (Rosta, 2015). A HR szervezése, az eljárások és a folyamat-központú szemlélet az NPM alapköveinek tekinthetők, így elmondható, hogy a 2010 utáni magyar kormány, ami alapvetően más államfelfogással rendelkezik, mint elődjei sem szakított teljes mértékben a teljesítményszemlélettel, illetve a nemzetközi példák hazai adaptálásával még annak ellenére sem, hogy azokat rendszerint a saját céljaira formálta át.…”
