There is no shortage of definitions for truancy. One state may house many different definitions and there are a variety of challenges arising from this fact. One of the most important to researchers, policy makers, and educators alike, is that because of the lack of uniformly and consistency, it is difficult to compile and ascertain the totality of the phenomenon. The lack of a consistent definition influences a wide range of outcomes including policy matters, financial resources and definitive responses and intervention strategies. This manuscript attempts to synthesize the literature through the examination of operational definitions of truancy in the US and in other territories. In addition to these operational definitions, expert opinions from focus groups proposed an enhanced definition of truancy. The study is qualitative and uses focus groups and synthesis of the literature to frame the work. Findings are presented. The goal is to synthesize the literature, not in its entirety, but in an attempt to combine and inform the conversation on a definition of truancy, despite initially seeming to be somewhat unachievable.

Abstract:Bullying is an understudied issue of public health importance in low-income countries. In the present study, we aimed to explore social and demographic factors associated with bullying among adolescents in a low-income country urban setting. We divided a sample of 2,154 school-attending adolescents into two groups, those who had been bullied during a 30-day period and those who were not. We considered age, sex, mental health, parent-relationship, hunger and social deprivation and truancy in our comparison of these two groups using logistic regression. Multinomial regression was also used to determine if there was a dose response relationship between bullying frequency and the aforementioned selected variables. We found that bullied school-attending adolescents in Dar es Salaam were more likely to be truant, suffer from mental health problems and have experienced hunger. Adolescents who had parents which were more aware of their free time activities, were less likely to report being bullied. There were also significant differences in bullying frequency and certain variables, most notably with truancy, economic and social deprivation, and signs of depression. School settings in Dar es Salaam offer a potential for intervening in what are potentially harmful effects of bullying behavior among bully victims. OPEN ACCESSSoc. Sci. 2013, 2 235

Research suggests substantial numbers of children living outside the care of their biological parents manifest psychosocial problems. High school students in these placements sometimes experience neglect or abuse that result in behavioral problems, symptoms of PTSD, and the potential for bullying involvement. Bullying in high school is particularly harmful because it is associated with serious school violence, higher risks for suicidal ideation, and long term negative outcomes. This present study applies Kruskal-Wallis H and Mann-Whitney U tests to investigate rates of bullying and victimization of high school students living with caregivers in out-of-home placements compared to peers living in six other caregiver configurations. Findings from the nationally representative and standardized ''Health Behavior in School-aged Children'' survey of 3793 participants reveal high school students in out-of-home placements are victims, but not perpetrators, of bullying more frequently than their peers. Treatment strategies are offered to stop bullying victimization with this population.
