Scientific Opinion on the electrical requirements for waterbath stunning equipment applicable for poultry

Abstract: The Commission requested that EFSA review relevant new scientific references on electrical stunning of poultry and to recommend, if necessary, new electrical requirements applicable for waterbath stunning equipment. A systematic literature review was conducted to determine those electrical parameters that would deliver an effective stun so that birds would be rendered unconscious and insensible until death. Inspection data from slaughterhouse inspections conducted both in Member States in and non-Member States… Show more

“…It consists in hanging birds by their legs in metal shackles on a moving line which takes them to a waterbath, where they are immersed up to the base of the wings in electrified water, where they are stunned. The contact of the head and neck with the water completes the electric circuit between the water (positive electrode) and the shackle line, which acts as the earth or negative bar electrode, so that the electric current passes through the bird’s head and body [ 3 ]. If sufficient current passes through the brain, its normal function is disrupted, and the animal is immediately rendered unconscious.…”

“…of possible reduced inspection oversight is supported by the fact that between 2017 and 2020, there is a strong negative correlation between the number of plants with line speed waivers and percent of weight condemned (Figure 1). Ultimately, this represents a major threat to public health (and welfare) through reduced food safety (29).…”

“…Table 2 of Chapter II of Annex I to Council Regulation (EC) No 1099/2009 4 on the protection of animals at the time of killing sets out the average values per animal of electrical requirement which must be used when stunning chickens, turkeys, ducks, geese and quails using waterbath stunning equipment. These requirements are based on two previous EFSA opinions on the subject adopted respectively in 2004and 2006(EFSA, 2004, 2006. In the meantime the EFSA issued another opinion on the issue in 2012 (EFSA AHAW Panel, 2012).…”
