“…There are many reasons for this level of under-reporting and thus it is important not to attribute all these to Police. These omissions cause many problems for road safety including under-representing the extent of the problem, reducing the business case and political demand for road safety actions, and misleading both the nature and location of the problem through systematic biases in which crashes are reported relating to the nature of the crash and its location (Bauer et al, 2017;Wambulwa & Job, 2019).
